gsc in game not working on gtaIV

i just downloaded gsc today, and when i tried loading gtaIV, i pressed the button to bring in game up (f12), and nothing happened, not sure whats wrong but if you need any more information just ask me

Video card- Nvidia geforce gtx260m
video card driver version- 8.15.11.8664
game- Grand theft auto IV
game version- 1.0.0.4 (latest)
firewall/anti virus- norton360 4.0
anti spyware- malwarebytes (paid), iobit security 360 (free)
error code- none
list of processes- didnt work

as you are unable to get a list of processes running on your computer, you obviously have some other piece of software blocking some/all administrator functions. please resolve that issue first so GSC can have all proper admin privileges.
